Partly.....the track and grounds should've been ready. It was not. That is the responsibility of the track, not the person renting.
Oswego doesn't need the ROC, they now have SDW and the state's money. And I still suspect that getting the dirt on there quickly was partially a reason for the earlier postponement.

Sounds like switching to a "spec engine", has now made them ALL Sportsman cars. And by the way, I've been to  4 ROC races this year, and no Sportsman cars were entered.
