to get the people on their side they need to have a promoter that knows what he's doing, and race sunday afternoons, then there's no worry about the noise at night.

Right.
You might also think that since having the "big cars" (vintage mods) there last year supposedly caused problems w/r/t getting approval for weekly racing that they wouldn't have them back this year.  Not much seems to make sense with that place.
Racing sunday afternoons isn't the answer.  Dust would be the big complaint then.  No way around it with daytime shows.  I liked the wednesday night weekly show idea that was mentioned last year.

Track conditions have been an issue since they opened plus the locals hate the track from when they would run the vintage mods w/no mufflers
