Is that Jerry Lewis in the car and Dean Martin leaning over next to him, pointing?  If so, any idea what they were doing?

Well, I'm stumped!  The car looks a lot like a Valley car (Les Alberti built a bunch that the body looked a lot like this one) but by the time most of these programs you have been showing were printed, the Valley would have been DIRT and this program is not DIRT. 
I'm guessing Albany Saratoga / Devils bowl maybe?
But I have no clue who the driver is.

I'm amazed!!!  I think this is a first.  The name on the program was Garry Waters (or maybe walters..it's blurry)

Here's another...I didn't black out the name as I can't make it out...maybe you guys can.
From 1978...DIRT magazine...couldn't make out a photographer either.
